Thought so, when I first read it... it didn't sound right...
I mean, Its like... 'Stale Oxygen'... in a way....

We don't have a proof that the size of a dinosaur (or an unspecified prehistoric animal) can be affected by the oxygen concentration in air. Perhaps that they breathing with difficulty, like the sick stegosaurus in the JP novel (though that was come from it's disease).

hey in that program it was also said that dinosaurs lacked diapraghm and if that was the case it would'nt survive in today's world

and it was said way back that birds don't have one and they seem to do just fine. (I think that was said)
